When I first began working in a Registered Training Organisation in Victoria, I was amazed: And not in a good way. Paperwork had the administration offices packed and struggling for space. Staff spent hours labelling forms and moving them between various colours of manila folder. Filing cabinets and document storage boxes were stacked in teetering piles right up to the ceiling.
Aside from the obvious OH & S concerns this arrangement should raise, the organisation was bearing an undetermined addition to commercial rent costs. And that was just on site; there was also an off-site storage facility similarly stacked with paperwork, costing thousands per year; not to mention the cost of sending staff to and fro in search of items that should have been on hand at the touch of a button.
Rather than espousing the labour-saving, reliability, cost, sustainability and numerous other benefits of digital over paper-based record keeping (If you’re not already convinced of these, you really needn’t read on), I’d prefer to explore where Australia sits on a world scale.
Firstly, Australian bureaucracy is legendary. Even the Brits have taken note of the antipodean love of the old rubber stamp. Whilst this may be useful for the verification of facts, agreements and dates (often known as ‘covering your backside’), few would disagree that excessive bureaucracy is a hindrance to business and a handbrake on the economy overall.
Secondly, while we love to view ourselves as an innovative nation that punches above its weight on a technology basis, the reality is far from it. Australian adoption of digital technology is in fact slow at best, and places us a long way down the table, well behind such countries as Spain, the US, the UAE, Italy and Estonia (World in Figures 2017: The Economist Group).
Think about it: For a nation that mandates voting at three different levels of government, even today we require every registered voter to schlep down to the local community hall and line up to cast a vote. On paper. Those we elect to lead our nation are similarly trapped in the formalities of yesteryear. If you have ever listened to broadcasts from the House of Representatives, you will know, for example, what riveting radio a division makes: Four minutes of mumbling, chuckling and the sound of collegial elbows hitting ribs at a cost of thousands to the taxpayer, all for what could be decided in seconds if only the honourable members were equipped with a ‘Yes/No’ button at their seats. Or a smartphone app. Heck, even Facebook’s voting function would have the question unequivocally resolved in moments – We could even watch it live and see which way our local member voted.
Sadly, education remains another space in which our little nation is left behind. We can protest that successive governments, both State and Federal, have been the real cause of the sluggish uptake of educational tech. This, however, is just an excuse. If compliance is a word that causes eyes to roll at your organisation, digital solutions are precisely what you ought to be exploring. And you should probably start yesterday.
